No. Hobbiton is near Matamata, roughly 45–60 minutes by road. Tours sold from Rotorua can include transport, but tours starting in Auckland or Hamilton are not local Rotorua departures.
Discover Waitomo gives about 147 km and two hours by road from Te Puia. A combined day is possible but long.
It has lake shores and swimming places, not an ocean beach or seaport. For a marine coast, Tauranga and the Bay of Plenty are separate road trips.
